Settings for @AMD & @1usmus Recommended CPU Options for High Performance Power Plan. After these are set, ALSO TURN ON AUTO-OC and Precision Boost Overdrive (PBO) in BIOS. This in my opinion makes the best set it and forget it overclocks for Zen 2 and Zen 3 CPU's (Ryzen 3000 series and Ryzen 5000 series). It combines all the best OC up and down throttle features of the CPU and Motherboard and no messing around in Windows' AMD Ryzen Master.

Key Points to Overclock Zen 2 & 3, Ryzen 3000 & 5000 Series.

A. Set the DOCP/XMP Memory Profile or overclock your memory separately. Where Zen 2/Ryzen 3000 comfortably went up to 3600Mhz on DOCP/XMP settings, the Ryzen 5000 may go up to 3800 MHz on DOCP/XMP settings more easily without the Infinity Fabric Divider jumping to 2:1 after 3800 MHz. @Thracks of @AMD says memory can go up to 4000MHz if you have a really good sample without the latency/infinity fabric doubling, but this will be far from the norm. B. Set the Below UEFI BIOS Options. Not all motherboards have them available to change: @AMD & @1usmus Recommended CPU Settings for High Performance Power Plan

   1.  Global C-state Control = Enabled (Advanced\AMD CBS)
   2.  Power Supply Idle Control = Low Current Idle (Advanced\AMD CBS\CPU Common Options)
   3.  CPPC = Enabled (Advanced\AMD CBS\NBIO Common Options\SMU Common Options)
   4.  CPPC Preferred Cores = Enabled (Advanced\AMD CBS\NBIO Common Options\SMU Common Options)
   5.  AMD Cool'n'Quiet = Enabled (Advanced\AMD CBS\NBIO Common Options\SMU Common Options\DF Cstates = Enabled for Less Power or Disabled for Always More Power about 100 point difference in Cinebench R20)
   6.  PPC Adjustment = PState 0
    (Advanced\AMD CBS\NBIO Common Options\SMU Common Options\APBDIS = 1
    AND
    (Advanced\AMD CBS\NBIO Common Options\SMU Common Options\Fixed SOC Pstate = P0)

C. Enable OC Tuner or Auto-Overclock on your motherboard BIOS. In conjunction with unlocking the CPU above, this allows the motherboard to control the UPS and DOWNS of the CPU (Boost Up and Throttle Back Down).

D. Enable Precision Boost Overdrive in UEFI BIOS. Allow it to run from the BIOS/Motherboard control. This is much easier than setting in AMD Ryzen Master manually in Windows. Enable this BIOS Option.

   1. Enable AMD Overclocking \ Precision Boost Overdrive
   2. Enable AMD CBS \ XFR Enhancement \ Precision Boost Overdrive

E. Enable Windows Power Plan inside Windows 10: AMD High Performance Power Plan. This allows Windows to not downgrade the settings we just change.
