Key Points to Overclock Zen 2 & 3, Ryzen 3000 & 5000 Series CPU's. Settings are from @AMD & @1usmus and recommended CPU Options for High Performance Power Plan by them for Zen 2/Ryzen 3000 CPU's. Precision Boost Overdrive (PBO) and PBO Stilt in in BIOS (option D). This in my opinion makes the best set it and forget it overclocks for Zen 2 and Zen 3 CPU's (Ryzen 3000 series and Ryzen 5000 series). It combines all the best OC up and down throttle features of the CPU and Motherboard and no messing around in Windows' AMD Ryzen Master. On an AMD 3700X with stock cooler (dirty) ALL of my cores typically go up to 4.397 GHz by themselves using these settings AND THEN CPU will throttle back down when not needed. CPU will do much better with better cooling. See my video below showing how/where to set these BIOS Options. BTW, time to clean my CPU cooler.
A. Set the DOCP/XMP Memory Profile or overclock your memory separately. Where Zen 2/Ryzen 3000 comfortably went up to 3600Mhz on DOCP/XMP settings, the Ryzen 5000 may go up to 3800 MHz on DOCP/XMP settings more easily without the Infinity Fabric Divider jumping to 2:1 after 3800 MHz. @Thracks of @AMD says memory can go up to 4000MHz if you have a really good sample without the latency/infinity fabric doubling, but this will be far from the norm. These Gigabyte Aorus X570 Motherboard BIOS settings should be the same or very, very similar on all Gigabyte Aorus X570 F10 BIOS'. These settings are recommended from AMD via Robert Hallock and 1usmus, an overclocker who wrote the Ryzen DRAM Calculator. We are not covering all overclocking, but we are covering the main settings AMD recommends that will let the Ryzen 3000 CPU's overclock the best on their own. They are all in one menu in the F10 BIOS release for all Gigabyte X570 mobo's.

*** For Overclocking settings, use only the Tweaker and AMD CBS Overclocking menus. *** It is not recommended to use the 'AMD Overclocking' menu right below the other menu. AMD says just use their Power Plans in Windows or you may use 1usmus' Power Plan. All these setting are now in the Advanced CPU Settings Menu - CHANGE THESE:
AMD Cool and Quiet - Enabled
Global C-state Control = Enabled
Power Supply Idle Control = Low Current Idle
PPC Adjustment = PState 0
CPPC = Enabled
CPPC Preferred Cores = Enabled
First HotHardware published this find on Oct. 5th and then Hexus.net published the following Monday on Oct. 7th. They are using a are using a GIGABYTE X570 AORUS MASTER motherboard, an AMD Ryzen 9 3950X processor, and 16GB AORUS DDR4 3200Mhz RAM.
